CATH House - 24hr Direct Access Hostel

CATH House has been operating from its York Place address since December 2002. In that time it has provided safe temporary accommodation to a vast number of single homeless men and women.
CATH House has 16 beds with "emergency beds" being allocated at 2pm each day of the week. These are allocated on a needs based assessment, in other words the most vulnerable individuals will receive a higher priority. Although CATH House operates as a "Dry House" service users will be able to access either "intoxicated" or "high" as long as they are deemed manageable by workers. This high tolerance approach means that many individuals who are unable to access other available accommodation in the local area will be accommodated at CATH House.
Over the past few years this has given many very vulnerable individuals the opportunity to access services and agencies that may otherwise have been unobtainable to them, even if only for a few days or weeks.

Tayview House
CATH and Perth and Kinross Council identified a need for accommodation with support for homeless men and women who have been rough sleeping and using emergency hostel type accommodation for long periods of time. There were no existing agencies providing a service for this group.
Tayview House opened in March 2007. It is a new building comprising of eight self contained flatlets which offers long term, secure accommodation and support to the most vulnerable. Through this project we will see a reduction in the long term homeless population in the Perth and Kinross area. This is an innovative and imaginative solution which takes into account the unique and sometimes unsavoury issues faced by a section of the population who have, unfortunately, often not been able or willing to access appropriate support to bring about long term, positive change.

Floating Support
Often, people in their own homes need extra support to stay in that home. CATH's Floating Support Service provides that support and is one of the key measures in our work to prevent homelessness.
Referrals from the local authority have an emphasis on those who have been previously homeless. Each person is allocated an individual support worker whose aim is to provide continual individually tailored support which will enable service users to develop the skills that will allow them to sustain their own tenancies or independent living.
Service users are encouraged to register with local medical services and are supported in attending appointments. Where issues arise that are not part of the support worker's role, appropriate advice is given or sought on behalf of the service user. Often, this leads to referrals being made to other agencies such as drug and alcohol, counselling etc. Budgeting advice is a common part of the support package to ensure that any debts are addressed and to prevent further debts being accrued. Support workers help service users to access all the benefits they are entitled and to check that all benefits are active (to avoid rent arrears in the case of housing benefit).
Often, service users are vulnerable to uninvited visitors or may be allowing people to stay who have a negative impact on their tenancy, this is explored and various solutions discussed. The support worker's role includes reminding and updating service users about their responsibilities, as well as their rights, as a tenant. Any difficulties are discussed openly and honestly. Liaison with appropriate agencies (for example, police, landlord, ASBO team etc) is encouraged where necessary to resolve disputes.
